Decision No. 10435 of the Presidency dated 21.09.2025 has amended Decision No. 3350. Within the scope of this amendment, regarding the additional financial obligation envisaged for goods falling under the GTIP specified in Chapter 87 and listed in List II (1), (2) and (3) of the aforementioned amendment stipulate that this additional financial obligation shall not apply if the goods covered by these footnotes are imported with customs duty exemption under an investment incentive certificate.

Accordingly, considering that goods listed in the aforementioned list and covered by the relevant footnotes shall not be subject to additional financial obligations if imported from countries other than European Union countries and countries with which a Free Trade Agreement has been signed, with customs duty exemption under the investment incentive certificate, “YTEMY” exemption code has been defined to provide exemption from both customs duties and additional financial obligations.

In this context, for import transactions carried out under the provisions of the aforementioned Decision, only the “YTEMY” exemption code should be used in the exemption code field of the customs declaration, and no other investment incentive exemption codes should be used.
