Announcement-3 Regarding Country-Specific Results of the Revision of the Pan-European-Mediterranean Preferential Rules of Origin as of 2026

In the announcement dated 31 December 2025, it was stated that procedures had been completed for 11 out of the 16 preferential arrangements applied by Türkiye under the PEM framework (EU Agriculture, ECSC, EFTA, Faroe Islands, Palestine, Morocco, Bosnia and Herzegovina, Kosovo, North Macedonia, Montenegro, Georgia), and that diagonal cumulation would continue under the revised rules.
As a result of the ongoing initiatives of our Ministry:
- As of 13 February 2026 with Serbia,
- As of 20 February 2026 with Moldova,
- As of 26 February 2026 with Egypt,
the new rules have entered into force. Accordingly, the number of agreements included under the revised Pan-Euro-Mediterranean Preferential Rules of Origin has increased to 14.
Efforts are still ongoing to ensure the transition of our FTAs with Tunisia and Albania, which are currently based on the old rule set, to the revised rules.
Pursuant to Article 10(13) of the Regulation on Preferential Rules of Origin within the Scope of Decision No. 1/2023 of the Regional Convention on Pan-Euro-Mediterranean Preferential Rules of Origin Joint Committee, Article 6(1)(g) of the Regulation on the Determination of Preferential Origin of Goods in Trade under the Pan-Euro-Mediterranean Cumulation System, and Article 68/A of the Decision on the Principles Regarding the Implementation of the Customs Union between Türkiye and the European Community, the attached table shared hereby replaces the table published on our Ministry’s official website on 31 December 2025.
With regard to Egypt, until a second announcement is issued, the old rules (“C”) and the new rules (“R/T”) will be applied simultaneously.
For diagonal cumulation to be applied, the relevant sections of the attached matrix (Table I) must display the same rule set (C, R, or R/T) at all intersection points.
Any changes in diagonal cumulation possibilities will be announced separately.
