Non-Manufacturer OES Owners' Vehicle-Based Authorization Revoked

With the amendment published in the Official Gazette dated 6 February 2026, non-manufacturer OKSB holders have lost their vehicle-top (on-vehicle / supalan) clearance authority.
Under the new regulation, the right to perform vehicle-top customs procedures without prior approval is now limited exclusively to companies holding an OKSB 42/A certificate and those with a Authorized Economic Operator (AEO / YYS) status.
Standard OKSB holders must now obtain separate approval from the customs administration for each shipment in order to carry out vehicle-top procedures. Such approval will only be granted in special cases, such as bulk cargo, goods requiring special unloading equipment, or similar technical necessities.
This amendment will enter into force 30 days after its publication date.
