The rules of origin of the Free Trade Agreement (FTA) between our country and Morocco, as published in the Official Gazette dated 31/12/2025 and numbered 33124 (6th Repeated) Official Gazette dated 31/12/2025 and numbered 33124 (6th Repeated); The revised version of the Regional Convention, which constitutes the annex to Presidential Decree No. 10694 published in the Official Gazette dated 19/12/2025 and numbered 33112, has been included in its scope.

In some complaints recently received by our Ministry, it is stated that the Moroccan Customs Administration has rejected EUR.1 movement certificates issued in our country on the grounds that they do not contain the phrase “REVISED RULES” in the “Observations” field numbered 7.

Regarding this issue, contact was made with the Moroccan Customs Administration, and it was understood that this problem stemmed from a circular issued by the Moroccan Ministry of Trade on 31/12/2025, which stated that the aforementioned phrase must be included in EUR.1 movement certificates issued in Turkey.

Based on the initiatives taken by our Ministry, the Moroccan Customs Authority has stated that it issued an instruction to its customs offices on January 15, 2026, and that EUR.I movement certificates issued in our country must be accepted without this statement.

However, as all importers in Morocco are unaware of the Moroccan Customs Administration's instruction dated January 15, 2026, it appears that Moroccan importers continue to request that Turkish exporters write “REVISED RULES” in the “Observations” field (No. 7) of EUR. I circulation certificates issued for exports from our country to Morocco.

Therefore, in accordance with the provision of Article 25 of the Regional Convention's Appendix-l, published in the Official Gazette dated 19/12/2025 and numbered 33112, which states that “Proof of origin documents shall be presented to the customs administration of the importing country in accordance with the procedures of that country,” and, if requested by the exporters in whose name the documents are issued, it is deemed appropriate to record the phrase “REVISED RULES” in the “Observations” field (No. 7) of EUR.1 movement certificates issued for export transactions from Turkey to Morocco on or after January 1, 2026, to ensure that no detriment is suffered during import operations in Morocco.
