Important Changes to the Postal and Express Mail Service Notice (Series No. 5)

Significant regulations affecting the sector have come into force with the amendment (Serial No. 5) made to the Communiqué on Customs Procedures for Goods Transported by Post and Express Courier (Serial No. 1) published in the Official Gazette.

The main changes are as follows:

Authorization requirements have been updated:
In order to carry out the procedures covered by the Communiqué, it has become mandatory for the relevant companies to employ at least two customs consultants or to enter into a contract with two customs consultants.
In addition, the authority to regulate this number has been given to the Ministry of Trade.

The limits for goods covered by the scope have been increased:
For goods arriving by post and express cargo:

The weight limit has been increased from 300 kg to 600 kg,

The value limit has been increased from 15,000 Euros to 30,000 Euros.

Effective dates:

The regulation regarding the employment of customs consultants will take effect 90 days after the date of publication,

while the other provisions took effect on the date of publication.
