Summary: The list of countries that issue origin and circulation certificates
electronically has been published, Iraqi certificates of origin have been added to the list, and the list has been updated.
The Customs General Communiqué (International Agreements) (Series No: 10), published in the Official Gazette dated April 11, 2023, and numbered 32160, states in the second paragraph of Article 5 that “The names of countries that issue documents electronically shall be announced on the Ministry's official website.”
In this context, the names of the countries that have notified our Ministry to date (November 26, 2025) that they issue certificates of origin and circulation electronically, along with the relevant document types, are specified in the attached file. Iraq has been added to the aforementioned list for certificates of origin.
The issuance of documents electronically does not invalidate documents issued in the normal manner. Origin and circulation certificates issued in accordance with the legislation of the countries listed may be accepted by our customs authorities after the relevant checks have been carried out.
Should our Ministry receive any new notifications on this matter in the future, the list announced below will be updated and shared again.
